POSITION PURPOSE

The Head of HSE Department is responsible for leading and managing the company's occupational health, safety, and environmental activities, ensuring compliance with applicable legislation, industry standards, and company policies. The role supports the safe execution of shipbuilding, ship repair, and marine operations while promoting a strong safety culture and continuous improvement across the organization.

KEY RESPONSIBILITIES

  • Develop, implement, maintain, and continuously improve the company's Health, Safety and Environmental Management System, ensuring alignment with legal requirements, industry standards, and business objectives.
  • Ensure compliance with occupational health, safety, environmental, and maritime regulations, client requirements, certification standards, and internal procedures.
  • Lead the company's HSE strategy and performance improvement initiatives, establishing objectives, monitoring key performance indicators, and reporting results to management.
  • Conduct and supervise risk assessments, workplace inspections, safety audits, and incident investigations, ensuring effective implementation of corrective and preventive actions.
  • Monitor HSE performance, analyze trends, identify improvement opportunities, and recommend measures to reduce operational risks and enhance safety outcomes.
  • Develop, maintain, and coordinate emergency preparedness and response plans, including drills, exercises, and crisis management activities.
  • Organize and oversee HSE training programs, inductions, toolbox talks, awareness campaigns, and competency development initiatives.
  • Ensure effective control of high-risk activities, including hot work, confined space entry, lifting operations, work at height, energy isolation, and shipboard activities.
  • Manage environmental protection programs, including waste management, pollution prevention, hazardous material handling, and environmental compliance obligations.
  • Prepare and present HSE reports, statistics, performance indicators, and management reviews to support decision-making and continuous improvement.
  • Coordinate and support inspections, audits, and assessments performed by regulatory authorities, clients, certification bodies, and other external stakeholders.
  • Lead, supervise, and develop HSE personnel while providing guidance and support to managers and supervisors in achieving HSE objectives.
  • Act as the primary point of contact for HSE matters with regulatory authorities, clients, contractors, auditors, and certification bodies.
  • Promote a proactive safety culture throughout the organization and among contractors by encouraging engagement, accountability, and continuous learning.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor's degree in Occupational Health and Safety, Engineering, Environmental Science, or a related technical discipline.
  • Relevant HSE qualifications and certifications in accordance with applicable legislation and industry requirements.
  • Minimum 5 years of experience in an HSE management role within shipbuilding, ship repair, marine, manufacturing, construction, or other heavy industrial environments.
  • Demonstrated experience in developing, implementing, and managing HSE programs, risk management processes, and regulatory compliance frameworks.
  • Sound knowledge of occupational health and safety legislation, environmental regulations, and industry best practices.
  • Experience in conducting incident investigations, leading audits, and implementing corrective and preventive action programs.
  • Working knowledge of ISO 45001 and ISO 14001 management systems; experience supporting certification and continuous improvement activities is preferred.
  • Experience interacting with regulatory authorities, clients, contractors, and certification bodies.
  • Proficiency in English, both written and spoken, is considered an advantage.
